Yes and no. I'm running a dual boot Win vista 32 bit/ Win7 64 bit on my TX2500 tablet (somewhat similar to yours). The Win 7 does run much quicker on it than the 32 bit Vista but it does so as well on all my systems that I dual boot. I also have a UMPC that I run Vista32 and Win732 on and Win7 still runs better on it.
You may be seeing a performance increase over the 32 bit Vista because the OEM install has a lot of bloatware along with it that your Win7 install probably doesn't have. From what I understand about 64 bit operating systems, they actually perform a little worse than 32 bit (with the exception of memory use above 4 gigs) because they have to run a 32 bit layer for compatability with 32 bit programs.
If, say, you were running a pure 64 bit OS and nothing but 64 bit programs, it would perform better.
Finally, it will be a bit more stable than a 32 bit system as the drivers will not (likely) take down the whole kernel of a driver crashes.
