Can I connect my HP Touchsmart (IQ775) to my TV? If so, how?

The IQ775 does have a mini-vga out port in the back. You would need to use a mini-vga to vga adapter (assuming that your tv has a VGA input) or you could use an additional VGA to DVI adapter if your tv does not support VGA. If your tv does not support VGA or DVI you could use mini-vga to vga then vga to dvi the dvi to hdmi but you're going to loose some signal quality like that.

To enable the video out through the mini-vga you simply need to hit FN-f5 on the keyboard.

One additional comment: The IQ775 should have had a mini-vga to vga cable included, if I remember correctly. Look in the box if you still have it. You may have missed it, not knowing what it was for.
