It's not available to end users, it's only officially available from Microsoft to their OEM partners.
If you know your way around the interwebs.. you might come up with a pre-release copy, but it's far from official or legit.

Looks like Microsoft is now considering making the Touch Pack available for download. They've updated the touch pack page: http://windows.microsoft.com/en-us/windows7/whats-the-microsoft-touch-pack-fo...
Here's the critical quote/change:
"The Touch Pack comes preinstalled on some multitouch PCs running Windows 7, and will soon be available for download. It's not included in Windows 7."

InkDesktop for 64Bit doesn't work, because it checks the Windows version and doesn't work with Windows 7.
I downloaded the "Orca" tool from microsoft and removed the database rows for the version check. Then it installed and I could apply the x64 fix. :)

Oh, I have that (was the first person to post it to my knowledge). But it is rather buggy at times, especially when you rotate the screen around. And it does not play well with different methods of filling in the desktop background.
Given a couple months here, I might just write up my own updated application.
