Interesting. I do not know of any such tool which have the capabilities you are asking for but I agree it would be really nice if we can do such creative stuff.
I have been a member at Wincustomize.com for five years and have made a lot of desktop themes using SkinStudio. I mentioned this to them about the HP TouchSmart program and they do not know much about it. If there is a app in the makings here that would give us the ability to skin the program and apps, that would be great. I suggested to StarDock to partner up with HP to develop such a program to do this. Perhaps you could contact StarDock on this idea as well. This would be great for us skinners to be able to skin the desktop as well as the TouchSmart shell. A Star Trek enteractive TouchSmart theme comes to mind. Cool?
