I have a couple opinions that I'll chime in her with as well.
I use a screensaver set to about 10 minutes and "blank screen" set to about 30 mins which works well for me since as an all in one, you can't just turn off the monitor without turning off the whole device. As far as sleep goes, I'm still having issues with it waking up immediately, so I don't use it. I do use hibernate but it sometimes randomly wakes up form that. And when it wakes up in the middle of the night, it is like a searchlight beacon that lights up the room like laying in a tanning bed. Kinda makes me think the police have come calling in the middle of the night...its a rude awakening.
That said, I usually turn mine off at night and when I'm going to be away for a while. It does not hurt a PC to shut it down when not in use.
As for teh light tubes, I really wish HP used LED's instead of CCFT as I have repaired many laptops...mostly Dell's that had light tube failure after only a couple years.
your first sign of light tube failure is usually a change in the screen color. In the case of the dells, it was a pinkish hue. You may also experience screen dimming. In any case, I would not want to be the one to have to replace a light tube on a TS.
So, the short answer is, if you want to save your screen and a little energy at the same time (although the TS IS energy star rated) turn it off.
Another thing to consider is dust infiltration. I have worked on some desktops that have pulled in enough dust over just a couple year time spans to create dust bunnies the size of my Blue Heeler. All PC's are dust magnets due to the fans and static electricity. They literally vacuum the air for you. If your PC is turned off while not in use, it is not pulling in any dust. So, another reason to turn it off.
