To test TouchSmart sample applications you need TouchSmart application/shell and hardware as they utilize messages from hardware too. TouchSmart application is locked to TouchSmart hardware and you can not run it on any PC in conjugation with touch monitor (like HP Compaq L2105tm).

TS SDK is to help/support developers who want to develop applications for TouchSmart Pc's. You get no advantage having SDK on non-TouchSmart machine except you can read devlopers guidelines in PDF format.

You can build touch applications using .Net framework on windows 7 but you will not be able to use TouchSmart user intterface.
