For some reason this solution has fixed all of my HP Tx2 problems. I've been calling this "Discharging". What is the correct computer terminology for this?

You got it right actually. It IS discharging.

Believe it or not HP Phone Support actually recommends this: On a phone call to them I received the answer "The tx2 models seam to build up an excessive amount of static electricity causing many issues with the unit from freezes to hardware failure"

So.... yeah.

"To solve this remove the the battery and power adapter from the unit and hold the power switch in the on position for 10 seconds then restart the notebook"

i just did this to my tx2, wow, a huge difference, also got my little lightning bolt to stop blinking, what an odd quirk for a tablet to have lol.

What that does is reset the Bios for the unit, which does have number of issues disturbingly.
