It depends. Most likely what you'd like to do is register an application that wasn't written specifically to work with the HP TouchSmart environment. In that case the answer is most likely "no", or rather "you wouldn't get the result you're after". If the application is written with the TouchSmart hosted application development guidelines in mind, the answer is "yes", and all the information you should need can be found in the developer guidelines and the SDK that's available for download from this site. Look in the Downloads tab towards the top of the page.
