Sorry, no. But you can still follow the guidelines that were originally published for the TouchSmart 2.x software (that download is still available here in the Downloads section).

Your app needs to basically produce a single, resizable, chromeless window for the lifetime of the process. The content of that window should adjust based on the sizes the framework/shell will cycle the app through as the user interacts with it. Popups are not allowed because they are not handled by the framework, so the behavior would be undefined/surprising. Good touchability UI guidelines should be followed.
