Start Button > Control Panel > Pen and Touch > Touch (tab) > check and see if "use finger as an input device" is checked.
For some reason on my touchsmart laptop my touchscreen won't work!! I don't even know what I did to disable it!!

One trick for you, uninstall the touch screen driver and reinstall the driver twice, note to reinstal the new driver twice, it will work, because I didi it all the time.
