Sorry, but its not downloadable. Your only alternative is to use the restore disks you created when you got your touchsmart....you did create the restore disks didn't you?
If not, you can try pleading your case with HP support, but it is doubtful that you will be able to download it. A couple others have been in the same situation. I think one person had to install Vista Enterprise and lost the TS functionality. You should get some more responses soon from others who have been through the same situation as you.
