Whew! I'm blushing...hadn't been called a doll in a while. Glad my webcams turned off. :-)
OK, I'm assuming you are familiar with the "Touchsmart" screen. You can access it by tapping the little house button on the lower right front panel of your touchsmart. Once the touchsmart application opens up you will see two rows of "tiles" one large row which are the active tiles and the lower row...which I call the sleeping tiles.
slide your finger across the screen of the large tiles and they will move. You should see one that says "video". If not, slide your finger across the sleeping tiles at the bottom. If you see a sleeping tile that you want to wake up, simply use your finger to slide it up to the larger tiles.
OK, if you don't see the video tile down there, don't worry. See the "personalize" button on the lower right? Tap on it with your finger. Doing so opens up the configuration utility for adding and removing tiles. You can slide your finger back and forth across that list and see if you see the video tile. If it is grayed out, tap on it to activate it and it will show back up on your screen when you exit out and save the settings.
