So is there a TouchSmart SDK we need to download to make apps for it? Or do we have to own a TS computer in order to make apps for it?

What kind of APIs are you looking for? Have you downloaded the developer guidelines and read them?

I am wondering if anyone has effectively "inserted" existing apps into the interface.

That is doable, but it probably won't look the way you expect and you may have to teach users not to do certain things. I can give you more details in a Private Message, if you like.
