Not sure about Maya and touch but as for 32 bit programs running on a 64 bit OS, yes, it should work.

Woohoo! I won my Touchsmart!
Hi, I'm planning to get HP Touchsmart PC soon, and there are a couple of questions I'd like to ask before buying it.
First of all, I'm a 3D student who frequently using 3D software, to be specific, Maya 2009, my question is, would the touch still be functioned in Maya? I only need to be able to left click, hold right click and just right click (with a finger, obviously). I don't need to scroll (although, it would be really nice if I could) or do anything fancy.
Second, would all normal 32 bit applications run in Vista premium? I never use a 64 bits OS before but I know that Maya 2009 and a few others have 64 bits version and I'd like to use them to its full potential. But I still don't want to throw away my other 32 bits applications.. so is there a way to save them?
That's it for now, thank you for taking your time reading my questions.
Cheers.
